Call for Tenders (LOT 1) – Technical Assistance in Education (Sudan)

TEACHERS’ EDUCATION AND PROFESSIONAL DEVELOPMENT – Pre-service teacher training / Teacher education and professional development (coordination).

Expertise France is launching a call for tenders (LOT 1) to mobilize technical assistance in Sudan under the Regional Teacher Initiative for Africa (RTIA), a programme funded by the European Union via the Education section (G3) of DG INTPA.

This assignment aims to strengthen pre-service teacher training and the coordination of teacher professional development in a crisis context, in support of the Transitional Education Plan 2025–2027. It will notably include:

  • The development of a national framework for pre-service teacher training;
  • The revision of the Faculties of Education curricula;
  • The integration of teaching-in-crisis-context modules;
  • Capacity building for teacher trainers;
  • The establishment of a coordination mechanism among key education stakeholders.

Implementation period: June 2026 – July 2027 (estimated 125 days)

Profile: consulting firm with proven expertise in teacher education, curriculum development, and work in fragile contexts.

Desired profiles of experts

  • Advanced degree in education;
  • Minimum of 10 years of experience in teachers’ education and professional development – in particular, the design of curricula and contents for teachers’ education and CPD;
  • Experience in / knowledge of developing or updating pre-service teachers’ training curricula;
  • Proven knowledge and experience of education policies and systems in Africa, in fragile contexts and Sudan in particular;
  • Excellent proficiency in English (both written and spoken); proficiency in Arabic;
  • Ability to work in a team and communicate effectively with various stakeholders; experience in technical and political dialogue, with an aptitude for navigating complex institutional contexts.

The consulting firm is free to propose as many experts as it wishes. Preferably, it will propose experts proficient in English and Arabic, with a mix of international and national experts.
